(Bela may have gone demon, but she's still working her own agenda. That agenda includes a pair of Harvelle women. Yes, I am asking you to totally handwave the meatsuit thing, due to the way I ♥ Bela.)

Castiel said the angels laid siege to Hell to get Dean out, but later we learned that the angels actually wanted the seals broken. What manipulations took place on the side of the angels to ensure Dean remained in Hell long enough to break the first seal?

Relatedly, did Anna really fall, or did she get a little push a few decades ago, from higher-ups afraid she might lead her garrison against Hell too efficiently? Is that why the first words Anna heard were, "Dean Winchester is saved"? And is that related to the "favors" she called in to get her human body back after it was destroyed?

Unrelatedly (probably), Castiel turned Anna over to the angels. But which side were the angels working for?

I always figured nobody gave any orders to get Dean out until he'd broken the seal, and if anybody asked, then nobody giving orders knew he would break the seal until after it had gone from 'would break' to 'had broken'. Possibly the higher-ups didn't admit to knowing Dean broke the seal until the week of 4x01 and 4x02, because six angels died that week, only angels can kill angels, and since angels apparently can't shake their natures enough to become ordinary demons who don't require consent from those they possess, the only way I can figure that happened is if those angels died keeping hell's angels from killing Castiel while he made off with Dean. And if the siege was any longer than a few days, I think Castiel would have said 'this month' instead of 'this week', because most of 'this week' was taken up driving from Illinois to South Dakota to Illinois to South Dakota to various points who-knows-where to South Dakota.

I'm having real difficulty reconciling what we've seen of Anna with the idea of Anna commanding anything at all, never mind commanding anything well, but your idea makes sense.
